HARRISBURG, Pa. (AP) — A Pennsylvania congressman who rose to office after advocating for an illegal immigration crackdown in his city is the state’s second U.S. House member to endorse Republican Donald Trump for president.

Rep. Lou Barletta’s endorsement Tuesday cited his background as Hazleton’s mayor backing tougher measures on illegal immigration that ultimately were struck down in court.

Barletta calls Trump the “best person to bring the change that Americans are demanding” and says he hopes to address illegal immigration issues with Trump. He also says he’s discouraged that some in the GOP are trying to stop Trump instead of trying to understand why he’s so popular. Barletta had previously endorsed former Pennsylvania Sen. Rick Santorum, before Santorum ended his candidacy.

Pennsylvania Rep. Tom Marino also has endorsed Trump. Rep. Charlie Dent is backing Ohio Gov. John Kasich.
